Second joint meeting of the president of the Supreme Court of Federation of Bosnia and Herzegovina with the presidents of the cantonal courts
Supreme
Court of Federation of Bosnia and Herzegovina with the presidents of the
cantonal courts in Federation of Bosnia and Herzegovina was held in the
premises of the Cantonal Court in Livno. The special significance of this event
is reflected in the fact that no meeting of this type, since the beginning of
the work of the Supreme Court of Federation of Bosnia and Herzegovina until
today, has been held outside the seat of that court. Before the beginning of
the meeting, all those present were greeted by the president of the Municipal Court in Livno
and the acting chief prosecutor of the Cantonal Prosecutor's Office
of Canton 10 Livno.
After a brief introductory speech and welcoming
remarks, the president of the Supreme Court of Federation of Bosnia and
Herzegovina submitted a report on the submission of the minutes of the previous
meeting held on 15th April 2026 at the premises of the Supreme Court
of Federation of Bosnia and Herzegovina in Sarajevo. The minutes were submitted
to the High Judicial and
Prosecutorial Council of Bosnia and Herzegovina, the Federal Ministry of Justice and the Ministry of Justice of Bosnia and Herzegovina,
which highlighted the problem of lengthy processing of reports on the assets
and interests of judges, which greatly affects the efficiency of the courts.
For this meeting, the presidents of the courts collected and presented data
from the courts in their canton about the average time that elapses from the
appointment to the judge's taking office. The court presidents agreed to urge
the High Judicial and Prosecutorial Council of Bosnia and Herzegovina to adopt
uniform rules in the application of the new Law on Protection
of Personal Data. The participants of the meeting also agreed on the
revision of the scope of reporting to the High Judicial and Prosecutorial
Council of Bosnia and Herzegovina, which will be sent as a supplement to the
previous report.
The expert advisor of the Cantonal Court in Široki
Brijeg presented the topic "Improving the rights of servants and working
conditions in the court - competence of the court president and challenges for
the optimal functioning of the courts", proposed by the president of the
Cantonal Court in Široki Brijeg. It was pointed out the need to improve the
working conditions of civil servants and employees, in such a way that, within
the existing legal solutions, employees in the judiciary are separated from
other employees in the public administration in order to evaluate them in a
fairer way, or to pass a special law that would refer exclusively to jobs in
judicial institutions. The presidents of the courts agreed to launch an
initiative on the adoption of a law that would separate the employees in the
judiciary from the rest of the employees in the public administration in terms
of salaries.
Among other things, the discussion also included current issues and challenges in the work and management of courts, a request from the Judicial Documentation and Training Department of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina regarding the improvement of court management and the need for certain types of education, and extrajudicial activities. Also, it was pointed out the need to organize meetings of cantonal courts where the types of cases and topics that only concern cantonal courts would be discussed. In this way, judicial practice would be standardized throughout the Federation of Bosnia and Herzegovina.
The meeting participants agreed that holding these meetings represents a positive practice that should be continued.
